connecting WinCVS client

I'm having trouble connecting a winCVS client (under NT) to cvs server on
HPUX. Was wondering if any anyone could help.
Steps so far:
1) installed cvs on server (cvs-1.11.1p1-HP[1])
2) modified /etc/services to add entry for cvspserver 2401
3) modified /etc/inetd.conf to put in
cvspserver stream tcp nowait root /usr/sbin/tcpd /usr/bin/cvs
--allow-root=/opt/CVS_AREA/testrepos pserver
4) re-started inetd
as well mucked around adding .rhosts file so can map from PC login to unix
login.
Anyway, when attempting a logon from the winCVS gui (with my CVSROOT as
address@hidden:/opt/CVS_AREA/testrepos) I get,
CVSROOT: address@hidden:/opt/CVS_AREA/testrepos (password authentication)
TCL is *not* available, shell is disabled
cvs login
(Logging in to address@hidden)
cvs [login aborted]: recv() from server test: EOF
*****CVS exited normally with code 1*****
Obviously I'm getting an EOF response for some reason. Any idea why? Is
not having tcl a worry at all? My server name is test (I added it to my NT
hosts file) and my unix login is paul.
