.rhosts files are used for rsh/ssh, not pserver.

That usually indicates that inetd is unable to start the server.  Check
the path in /etc/inetd.conf, check that tcpd isn't refusing the
connection, and check the syslog for error messages from inetd and/or
tcpd.
