Shared working copies

We're using WinCVS between 3 users running Windows '98.  We each have our
own working copies of the repository held on the internal office server, but
there is a fourth working copy titled FinalTesting.  This copy is used to
import tagged work onto a clean copy of the current product revision for
long term internal testing while we can carry on with our work.

This used to work OK when the system was originally set-up (not by me
unfortunately) but now the FinalTesting copy seems to belong to one of the
three users and no one else can update it.  We do not know what changed
between everyone being able to perform updates and now only one person.

Any help in this matter would be gratefully appreciated.
