You should lock the repository down, to prevent anyone
from using it while it is being copied.

Also anyone who has a sandbox/workspace( whatever you 
want to call it ) will no longer be able to use it,
unless you go in and hach their CVS/* files.   

So the best approach generally is:

1)  Have everyone check in changes.
2)  Lock the repository
3)  move the repository
4)  unlock the repository
5)  Have everyone delete old workspaces
6)  Have everyone check out modules.
