I certainly hope this item never appears on the wish-list....

Handling of shared files is something best done with a "right tool for
the job" approach and since, to quote the oft-quoted manual, "CVS is not
a build system", there's no place for such a feature directly in CVS.

Please learn to use tools in your build system to manage the sharing of
files.  There are an almost infinite number of possible ways to do this,
and the obvious best ways will depend on what exactly you're trying to
share.
