symbolic links

One of the engineers here wants to keep the current symbolic links
associated with a file so when he checks out file, the symbolic links are
still there.  I found nothing in the documentation or in Fogel's book
discussing symbolic links which leads be to believe it is not possible with
CVS (or I need a better search tool).   The question is:  Is there a way to
maintain the symbolic links for files when checking out and committing so
they do not have to be set everytime they are checked out?

The reason for using the symbolic links is that depending on certain
conditions, we use a different setup file (hsms, secs, tool ...).  Rather
than editing the file every time we want to change, we have the generic one
which points to a specific file.  The specific file (also in cvs) is in a
different directory and it contains all possible configurations.  By
pointing to the file we want, we have eliminated editing errors as editing
errors can be quite costly (financially) in the manufacturing world.
