anonymous repository access

Hi,

I'm trying to set up anonymous (read-only) cvs through a pserver. I have
the passwd file okay and I can log in as anonymous, but as soon as I add
anonymous to the 'readers' file, or remove him from the 'writers' file, I
cannot check anything out as anonymous.

cvs [server aborted]: "checkout" requires write access to the repository
