This usually means that you're missing the "pserver" on the end of your command
line.  Are you sure that the correct xinetd conf file is being sourced for
pserver?  Are you sure you restarted xinetd the last time you tried to fix this
problem?

Follow the directions on the page I sent the link to.  Especially see if you can
get xinetd set up properly to echo a line of text before you start trying to get
it to run CVS.
