RE: changing branch revision number

Like Eric mentions, this subject has been discussed before -
including when I tried to implement something like an
SCCS 'floor' model by raising the revisions across a CVS tree.
There isn't an easy way to enforce the new revision when new files get
added,
so I can vouch for the fact that it just lands up being confusing.
