Hello,


This is an option in the WinCVS preferences. There's
a "Checkout read-only" toggle in the "Globals" tag.

Although, this CAN be desirable behavior. You can
check out the sources read-only, and then right
click on an individual file, go to "Monitors->Edit
Selection", ( or click the pencil on the toolbar )

This will set a watch on the file, so other developers
can see if you have it checked out..
