Not able to do a checkout in root directory

Please let me know if I should take this question elsewhere.

I have CVS tree: logs/reports/lib/....

Why am I not able to check this tree out in the root directory even with
root access via sudo. Root directory permissions are 755. Curiously, I am
able to do this check out if I create a directory in root and check-out from
that directory.
