Then there's no server listening on the specified port of the specified
host or there's some kind of firewall preventing access.  When you said
you could telnet to "it", did you mean the cvspserver port or the
regular telnet port?  Did you telnet from the specific PC that you're
running CVS on?  Are you running regular command-line CVS on the PC or
one of the GUIs like WinCVS?
