This is foolish in the extreme.  If you're going to allow the user to
add new files, why don't you want to let him or her use import to do
it?!?  If you're going to disallow add, too, what about remove?  How is
changing a file different than deleting it and then adding a new file
with the same name?  What you're requesting simply doesn't make sense.

Only admin by way of the cvsadmin group.
