Why are you using the IP address rather than the DNS name? If you
assign a meaningful alias (like "cvs") in DNS and have users use it in
the CVSROOTs, you can move the server around however you like without
affecting them.
Do you perhaps have a firewall (or even just a router) between the
clients and the server that needs to be updated? If not, see if you can
connect to the server from the server machine itself.
