I don't know about allowing only one user at a time to checkout modules,
but you may want to look at the patches available at SourceForge under the
RCVS project.  These patches give advisory locks (eg the system advises the
user that there's at least one other outstanding edit on the file, it's up
to the user to do (or not to do) something with that knowledge).

I have been told that there is an add-on module to CVS (possibly written in
Java) that will only allow one user to check out a project or file at a
time.  If anyone can assist me in locating this module, it would be much
appreciated.
