Error: waiting for vor's lock in [folder name]

Hi
I'm getting this error when trying to committ a file:

waiting for vor's lock in
/usr/local/cvsroot/x/dev/core/91/WEB_WAP/jamexample/dev

vor is a module refering to "x/dev/core/91"

vor is also a group in cvs/unix password. 
IN the CVSROOT/passwd file:
user1:kyWPpVFBUy7KI:vor
user2:XYRwIwYqo0aFg:vor
The error happens for every user with vor as group.
evry body are using the same workingarea on a difrent unix mashine (than the
CVS-machin).

I tried to commit with a diffrent user/group from a difrent workarea and
that did work.

can anybody give me a hint on what to do?
