Problem with cvs

Hello,
      I have installed cvs 1.11 on my Sun Sparc 2.8 machine. I 
downloaded from the cvs home page 
and installed it. I have set up the CVSROOT directory. I don't know how 
to proceed further. I need
to have the admin previlage on my company to grant permission for 
various users for updating the
files. 

     We are currently using microsoft Visual SourceSafe. We are planning 
to migrate to CVS. I need
to do this migration. I saw a tool in the web vss2cvs.pl . But I don't 
know how to use it. When I try
running the tool it gives error message "SS not found" . Can someone 
highlighten me on this and help
me successfully install and run CVS.
