notify not using the users file

Hi all.

I am a newbie concerning CVS and have got everything working except the
users file for notification. Notification work fine to local users (RedHat
6.2) but I cannot get notify to read the users file which I have set up. I
tested this by changing the notify file to echo the %s variable, and it
echoes the username as opposed to the value in the users file. Is there
something that I am forgetting to do?
