How about the timestamp?  If the timestamp on the sandbox file is
the same as that recorded in CVS/Entries, CVS won't bother
checking whether the contents have changed.

Try "cvs -t commit"; the execution trace might offer a clue.

With sufficient thrust, pigs fly just fine. However, this is not
necessarily a good idea.
