Either :
1 - you have another CVS process running or
2 - a previous process was terminated in a way that didn't allow it to
clean up the lock file.

Use 'ps' or similar to determine if you're in Case #1. If no process is
found, you're in Case #2, and removing /home/cvsroot/sample/#cvs.*
should solve the problem.
