so put the common stuff in CVS repository somewhere, and make site A and B
use CVS for the common stuff.

If this is for developers, they can just cvs update whenever needed. If this
is something to be done automatically (with no risk of merge conflicts), this
is not CVS's job in life; use rsync or rdist instead.
