never ending loginproblem - cvs

Hi,
after some corrections I get now this error:
cvs [login aborted]: recv() from server linux.local: EOF
I have made this entries in the meantime
/etc/inetd.conf
2401 stream tcp nowait root /usr/sbin/tcpd /usr/bin/cvs
--allow-root=/usr/local/newrepos pserver
Content in my /etc/services
address@hidden:~ > cat /etc/services|grep 2401
cvspserver 2401/tcp # cvspserver
cvspserver 2401/udp # cvspserver
In the CVSROOT under .../newrepos if have a file passwd containing this line
cvs-user:s<crypted password>:cvs-user
And last I have edited the configfile
# Set this to "no" if pserver shouldn't check system users/passwords
SystemAuth=yes
# Set `PreservePermissions' to `yes' to save file status information
# in the repository.
#PreservePermissions=no
# Set `TopLevelAdmin' to `yes' to create a CVS directory at the top
# level of the new working directory when using the `cvs checkout'
# command.
Any one a idea?
