You're probably missing the CVSROOT/Emptydir directory and the user
you're running as doesn't have permission to create it.  The simplest
solution is to run ``cvs init'' on the repository as a user who has
permission to create files and directories in CVSROOT.  (Note that
running init on an existing repository is perfectly safe and generally a
good idea each time you update to a new release.)
