If they have separated development server and production server, that can be
a good enough solution.  The production server, at the other hand, is Holy,
all updates should be very well planned and tested - maybe except some few
emergency changes and emergency rollbacks when somebody discovers that there
was done too little planning and testing.

At my former workplace, I wouldn't say people had have workstations - they
had playstations.  I think it would have been impossible to get each one of
them to install anything at all except for games and GUI-applications, and I
don't think it would be trivial for any system administrator to do anything
at all with those boxes.

I guess it's an all too common situation.

Anyway, a system with separate development server and production server
worked out quite well for us.
