Eli is right.
ClearCase is a top notch configuration tool, but you would also need top
nosh time and money to rampup on it and later support and maintain it.

To be fair, I must mention that Rational are making efforts to enable
smaller developmemt organizations .e.g. start-ups, rampup more quickly on
ClearCase without the overkill  Eli mentioned below. It's called ClearCase
LTD  or something like that.  Check Rational home (
http://clearcase.rational.com   or http://www.rational.com ) for detail.

That is much more than a question its a total research. In one or two
word, if you can afford the money, deployment and support time (could be
a year), then go on Clear Case.
