It means that the file you're trying to commit doesn't currently exist
on the trunk (either it's been removed or it only exists on a branch)
and thus CVS expects the RCS file to be in the Attic subdirectory, but
it's in the main directory instead.  The fix is to manually move the RCS
file within the repository.  The current development version of CVS has
been changed to just issue a warning and continue in this case.
