That indicates that the user does not have write permission in the
directory.  You probably want to make sure that all the repository
directories are owned by the 'cvs' group and have group write
permission.  You might need to set the SGID bit on them (chmod g+s) to
get newly created files and directories to have the same ownership and
permissions.
