Set time error when committing

Hi
I got a strange error when I committed a new revision
to CVS.
It says 'Cannot set time on "file name" Permission
denied'
But when I saw that file,the new revision was
committed and the time was also correct(in UTC)
What does this error mean?I didn't find anything on
the mailing lists or anywhere about this error.
