Why do you say it gets messy?  Pretty much the only reason to consider
multiple repositories is if you need to have different things in the
administrative files in $CVSROOT/CVSROOT.  On the other hand, CVS does
remember the $CVSROOT in effect when a directory is initially checked
out and uses it for all future operations in that directory, so having
multiple repositories is hardly any bother at all.
