What? The Attic is part of the repository, so the question doesn't
make sense.

It's an internal feature of CVS, related to optimizing directory accesses
when the main trunk is operated upon. Anything that doesn't have a version
on the main trunk is put into the Attic, so that when you check out,
update, etc. on the main trunk, CVS won't waste time looking at these
directory entries only to find out that they have a dead version.
