"Sometimes" (or at least the equivalent with nicer front-ends like
PCL-CVS), and "Yes"  :-)

(normally though we know what working directories we are in because our
top-level directory names indicate what branch they're made from, and we
just do the commit "blind" -- we don't need to know any more about where
we came from or where we're going since CVS takes care of ensuring we're
up to date with the repo before it carries out our commit!)
