It sounds like CVS thinks all of your local files have been modified, so
it's sending them to the server (the server will diff them against the
repository versions to see if they're really different and let the
client know if they're really modified or not).  Are your clients other
Linux/Unix boxes or Windows boxes?  If Windows, this is almost certainly
a result of the Windows daylight saving time bug that's been discussed
here recently (where WinCVS marks all the files as being modified even
though they haven't been).
