It depends on what connection method you're using.  For a local
repository or for a remote repository accessed with :ext: or :server:,
CVS uses the user-ID.  For a remote repository accessed with :pserver:,
CVS uses a username and password.  When using :pserver:, it is possible
to map multiple users to the same Unix user; see:

If you do that, however, you're giving up the ability to use system file
permissions to control what individual users can do.
