Hello Larry,

Thanks for your input. I don't think the problem is due to a file access 
permission as other files that went through the tagging, possess the same files 
permissions as well. Any other insights?

You have a file permissions problem -- the system is not allowing you to
delete the existing RCS file for some reason.
