Unfortunately I don't know the answer to your question, but you might have
better luck if you posted this to the TortoiseCVS mailing list instead of
this one. To sign up, go to:

And there is a link near the bottom to the mailing list sign up
page. Unfortunately it requires you to create a Yahoo account first but
life ain't always easy. :)
