The files that aren't being checked out -- how did they get into
the repository?

Could you post a "cvs status -v" of one or two of the
uncooperative files, and of one or two files that *are* getting
checked out?  That might help us to see what's going on.  Also
the exact command line you're using to do the checkout.

That's absolutely ancient!  So many bugs have been fixed that I
couldn't begin to guess whether you're tripping across one of
them.  Upgrade to 1.11.1p1.  CVS is pretty easy to build from
source, so don't let the lack of an RPM stop you.
