Oops.  I forgot about that.  My approach, then, would probably be 
something like this:
  - Restore the repo from backups (to a temporary location!
    because restoring the live one would clobber any recent
    commits)
  - Use the scratch copy to get a list of file->rev# mappings
    for the R20011113-patch tag
  - Use "cvs admin" or "rcs" to reapply the tag to each file in
    the live repo

Because you have to wait for the restore, this plan might be
slower than figuring out the revision numbers by reading the
entrails of the live ,v files; but it seems easier and less
error-prone.
