how to add module parent dirs?

Dear Info-CVS,

Would someone please tell me the best way to add
a parent directory when all its children are
already modules?

My unfortunate situation looks like this:

%ls -R p/.
p:
c1/     c2/     c3/     ...

p/c1:
CVS/    a.f     b.f     ...

p/c2:
CVS/    c.f     d.f     ...

p/c3:
CVS/    e.f     f.f     ...
.
.
.

i.e., every p/c?/ has a CVS/ but p/ does not, so
updating is a chore.  after reading

I can work out several laborious or risky ways to
fix this, but I'd appreciate some experienced
