cvs 1.10.7 server + WinCVS

I have a user who is getting this error:

cvs add -kb FAQs.doc
cvs [add aborted]: end of file from server (consult above messages if
any)

This error was generated in Windows 2000 SP2 using WinCVS 1.1b17.
Now before anyone says "upgrade WinCVS", understand that this happens
with the command line CVS *on the CVS server*.

Running "cvs -t add -kb FAQs.doc" on the CVS server from a Bash
shell yielded this:

Starting server: rsh cvs.avamar.com -l jberman cvs server

Now, I don't quite understand why CVS is attempting to use rsh
on the local CVS server. Maybe I missed something in the
Cederqvist?

Anyway, we've managed a work around where if she uses a cvs binary
for Windows (1.9.10 - ugh!), everything is fine, but now to the
REAL question - what in h$%# does "end of file from server" mean?

Everything I've read in the Cederqvist or in the info-cvs archives
answers this question with "upgrade to 1.11.1p1" which is not
exactly the best or most justifiable answer. From:

http://www.cvshome.org/docs/manual/cvs_21.html#SEC180

this error doesn't exist anymore. I can't (won't) upgrade right
now because of the possible disruption. Can anyone point me at
somewhat accurate documentation about (or even just tell me) [1]
what is failing here and [2] how to correct it.

Please reply directly as I only receive digests of info-cvs@

TIA!
