cvs admin -l (lock)

Hi,
        I've read about a bug in CVS using the "cvs admin -l" command which
locks both revisions 1.1.1.1 & 1.1. What I'd like to know is what behavior I
can expect to get from this bug? 

Currently if I lock revision 1.1.1.1, any other user can edit the file, and
commit the changes. However, if I lock any other revision, the lock works as
expected, and I have an exclusive edit o nthe file. 

Is this behavior the bug I mentioned above? 

I'm using CVS 1.11.1p1.perm12.
