Yes, assuming that no other file in the repository (like a makefile)
refers to the file.

This might cause some weirdness when a user does a CVS operation on
their sandbox. They may have to edit the CVS/Entries file to fix
things up. I'm not sure about this, so someone else might be able to
clarify what to expect.

And does deleting that ,v file get rid of everything about
that file?

Besides the Entries files in users sandboxes, the
$CVSROOT/CVSROOT/history file will have some references to it. You
could edit them out, or just ignore them.
