I have, in /etc/xinetd.d/cvs:
# CVS configuration for xinetd don't forget to specify your CVSROOT in
#  /etc/cvs/cvs.conf.

service cvspserver
{
    disable         = no
        socket_type         = stream
        protocol            = tcp
        wait                = no
        user                = root
        server              = /usr/sbin/cvspserver
}
