Why wincvs cann't connect to linux cvs server?

Hello everyone,

My server use Redhat 7.2 and the cvs is installed
correctly. The wincvs 1.3 runs as client  on my win2k
box, when I login the server it always return:

cvs [login aborted]: connect to
100.100.100.180(100.100.100.180):2401 failed:
Connection refused

I can telnet to the server (using IP 100.100.100.180)
and the same user name and password.

What's wrong ?
