What version of CVS are you running?
On what platform?

I'm guessing (emphasis on guessing) it's a file system problem, due to the extra
garbage characters. Do you get the same error when you try to open the file with
other programs, like 'ls downarrowwhite16x16i.xpm'? Are you running this by hand
from the command line, or in a script that has gotten lost somehow?
