I had thought that "cvs watch on dir" was working at
one point.
Anyway, I think "cvs watch on dir" should work as
doc'ed since this would make it work like all the
other commands (ie recursively).

Yes. It's "cvs watch on" with *no arguments at all*
that creates a
default entry in fileattr. Whether this is a bug in
the code or the
manual, I'll leave for others to decide.
