WinCVS hanging using Cygwin/OpenSSH

I am trying to configure my WinCVS installation to use OpenSSH
downloaded from Cygwin. When I try to checkout a module, the
background CMD window never closes and WinCVS hangs.

 - I have successfully used an older version of ssh (under SSH 1)
   with WinCVS, so I know WinCVS can communicate properly with
   the CVS server.
 - I have successfully used OpenSSH_3.0.2p1-5 (under SSH 2) from
   the command line, so I know my certificates are installed
correctly.
 - A co-worker was successfully used OpenSSH_2.9p2 with WinCVS.

Is there a bug in the latest version of OpenSSH?
Is there something I am missing?
