I would suggest you explain to your manager that there is no one usable
version control system that can possibly ever satisfy all requirements.

You should be using something far simpler for the binary files.  Without
learning a lot more about your particular requirements (something I'm
not willing to do for free!  ;-), I cannot specify any particular
solution that would be most appropriate -- only assure you that CVS is
not it.

You need a third chair....  ;-)

It is really not all that difficult to co-ordinate release management
between two separate versioning tools.
