Yes, if they don't use "cvs edit -c", they'll still be
able to do concurrent development.

Usually, I'll have "edit -c" in my ~/.cvsrc file then
use "cvs edit -f" if I need to do concurrent
development.  I feel it gives me more control (or at
least more info) that way.

Please let me know how it goes to speed up adoption of
this patch into the main release.
