Default ignores at import time?

Hello all,

I find that some files are being ignored at import to a repository
despite there being no ignore directives set in any of the following
(from Fogel):

CVSROOT/cvsignore
.cvsignore file in home directory
$CVSIGNORE variable
-I command option
.cvsignore files in the working copy 

Somehow, still import is ignoring files with a .old extension (not
unreasonable, but not what I want)

Any lights? (local cvs 1.11 on RH6.2/2.2.14)
