cvs [checkout aborted]: cannot start server via rsh: No such file or directory

I get the error message:
cvs [checkout aborted]: cannot start server via rsh: No such file or
directory
when I try to do the first checkout using the WinCvs gui. It worked fine
when I used the command line to execute the checkout, using:
cvs -d :ext:address@hidden:/home/cvsroot checkout -P web-sms

I am using ssh instead of rsh, and have my CVS_RSH env var set to:
c:\security\cygwin\bin\ssh.exe

Any ideas? I am running the WinCvs 1.2 client on a Win2000 machine, trying
to connect to a cvs 1.11.1p1 server running Red Hat 7.2.
